Safe discharge means that the equipment is designed to ensure that there is no risk of electric shock due to the discharge of the charge connected to the supply circuit capacitor when the power supply is disconnected. If the capacitor in the equipment with a capacity greater than 0.1uF is connected to the external grid, the discharge must be made to discharge and the time constant of the discharge shall be less than 1 s.
